Housing Authority submits Portfolio-Wide Rental Assistance Program Application to HUD

Program would provide financing for extensive capital improvements



The Housing Authority of the City of Passaic has submitted two additional applications to the U.S. Department of Housing and Urban Development (HUD) for conversion of its family site stock into the Rental Assistance Demonstration (RAD) Program. Under RAD, local Housing Authorities are given the opportunity to transition its public housing apartment units into the Section 8 Project Based Voucher Program. If approved, the conversion allows a housing authority the ability to seek alternative sources of financing such as tax credits and/or mortgage loans to address much needed capital improvements. On a national level, HUD is currently facing a $26 billion back log in unmet physical needs. Locally, the Housing Authority of the City of Passaic’s annual public housing capital fund allocation has decreased 27% or by $332,953 since 2006. Preliminary rehabilitation financing under the RAD program is expected at approximately $30 million for all six public housing sites. Planned improvements include new kitchens and bathrooms, new roofs, waste line replacement, updated balconies, building envelope improvements, new appliances, concrete replacement, additional landscaping, and other miscellaneous site improvements.
